2. This Order in Council comes into force on 14 February 2001 for the entire territory delimited on the plan and in the technical description attached hereto, except the areas referred to in the rental leases numbered 132353 and 132848 entered into by the Minister of Natural Resources and the access roads to those areas in respect of which the Order comes into force on 1 January 2003.
